Resort, golf course, SA Water, Bickfords and Kingscote Wharf - what's the latest?
American River Resort
On our advice the Developers have removed the marina and ferry elements of their proposal due to the environmental referral issues associated with any form of development in this sensitive location. These elements were not business-plan critical and the Council believes it can achieve similar outcomes for some of the elements (obviously not the ferry operation) working with the Developers once their land-side development consent is granted and is underway.
Given 99% of their issues were associated with this they are now in the position of being able to submit their documents to the Department of Planning for assessment and public consultation. We are expecting this 15-day period to start imminently. They will then respond to any questions raised and supply these to the Department. The Department will draft its response, incorporate the questions raised and Developer responses and provide a consolidated report and recommendation to the Minister. It then goes to Cabinet, which refers it to the Governor for announcement. All things being equal a decision could be forthcoming just before Christmas of late January-early February after Cabinet breaks for Christmas.
An assessment report has been drafted by Crown Lands and is about to go to the Unsolicited Bid Assessment Panel – from there it goes to the Minister and then Cabinet for approval. No show-stoppers raised and the incorporation of encumbrances to provide equivalency of local heritage listing is accepted as a reasonable option. An announcement is possible in November depending on how long it takes to go through Cabinet.
Kingscote Wharf Proposal
Expressions of Interest are being assessed at the moment and a report will be generated for the Minister. Depending on the level of interest then next steps to follow may be visible in the next month or so.
The course at Pennington Bay is now marked out with tees, turn-points and greens. More detailed design is in hand and discussions with SA Water continue about the best option for supply that incorporates supply to American River resort as well. As soon as water solution is confirmed then they can start the process of tendering.
As a result of Commissioner Wendy Campana and I meeting with SA Water and the Developers for the American River resort and Pennington Bay golf course - and with details supplied of the additional developments in Kingscote and Emu Bay etc – SA Water has undertaken to remodel its total water model to see if there is a need to bring forward the proposed water storage facility in the Kingscote area. The Commissioner and I are awaiting a return briefing from them when this work is completed. This model does take into account future water options such as dam, desalination and increased storage.
